There is increasing recognition that educational leadership significantly influences learning outcomes, ranking as the second most important factor. Leadership plays a crucial role at various levels, from school-based positions to broader roles such as middle managers, policymakers, and government officials involved in legislation and oversight. The report, also, investigates external influences, including social, cultural and governance factors that shape leadership effectiveness. It also reviews policy approaches that can be used to strengthen leadership skills in diverse settings.
