The GIGO project aims to understand citizens’ access to information in consultation and participation processes (front office) and to compare it with the back office of open government. To achieve this goal, it has been necessary to thoroughly understand the operational dynamics of the Catalan Government’s administration regarding information management and the informational competencies of the public.
The processes studied in this research play a clear role in the relationship between transparency and data in participatory processes, specifically in the role of information and training to promote participatory policies. Particularly relevant in this context is the search, access, analysis, and use of information by both citizens and the public administration.
Consequently, the study of this topic is closely linked to the transformation of public administration, as it is connected to the challenge of increasing citizen participation in the definition, monitoring, and evaluation of public policies to achieve optimal democratic maturity and quality, through open access and use of public information. This challenge is highlighted in both the OGP Action Plan of the Catalan Government and the Sustainable Development Goal 11 of the United Nations agenda.
